casacore-data-tai-utc software package provides Difference table between TAI and UTC for casacore, you can install in your Ubuntu 17.04 (Zesty Zapus) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install casacore-data-tai-utc
casacore-data-tai-utc is installed in your system.
Make ensure the casacore-data-tai-utc package were installed using the commands given below,
$ sudo dpkg-query -l | grep casacore-data-tai-utc *
